About the Role:

We are seeking a detail-oriented and experienced Permit and Compliance Manager to support our FM operations at a busy NHS hospital in South East London. Working as part of the onsite facilities team, you will ensure that all contractor works are carried out safely, efficiently, and in full compliance with statutory regulations and hospital policies.

This is a critical role in supporting the delivery of safe and compliant services across a live hospital environment.

Key Responsibilities:

  • Act as the primary point of contact for Permit to Work (PTW) processes, ensuring all permits are issued, monitored, and closed out in line with compliance standards.

  • Oversee and manage contractor access and activities, ensuring safety documentation is provided and reviewed prior to work commencement.

  • Maintain up-to-date records of permits, risk assessments, method statements (RAMS), and associated documentation.

  • Ensure all work complies with HTM (Health Technical Memoranda), NHS Estates guidelines, and relevant statutory legislation.

  • Conduct site audits and inspections to assess compliance with permit requirements and FM operational standards.

  • Liaise with hospital estates, clinical teams, and contractors to minimise disruption to hospital operations.

  • Support internal and external audits by providing documentation and demonstrating compliance processes.

  • Assist with compliance reporting, tracking remedial actions, and ensuring closure of any non-conformances.

  • Collaborate with Health & Safety teams to promote a culture of safety and compliance across the site.

Key Requirements:

  • Proven experience managing Permit to Work systems and compliance in a healthcare, NHS, or similar high-risk environment.

  • Strong knowledge of HTM/HBN guidance, CDM Regulations, and statutory building services compliance.

  • NEBOSH General Certificate or equivalent Health & Safety qualification (desirable).

  • Excellent organisational and communication skills, with the ability to manage multiple stakeholders.

  • Experience in a facilities management, estates, or engineering support role (essential).

  • Working knowledge of CAFM systems and permit management platforms (e.g. Concept, Planet FM, or similar).
