Role Overview:

We are seeking an experienced Programme Project Manager to lead and oversee a major repairs transformation programme in South London. This high-impact role will focus on improving the delivery, efficiency, and performance of the responsive repairs model, ensuring it aligns with operational targets, resident expectations, and corporate priorities.

You will act as the strategic lead for service improvement across the repairs and maintenance function - working closely with internal teams, trade unions, external contractors, and senior leadership to embed meaningful change. This role is systems-focused, requiring a strong background in business process review, service design, and programme delivery within social housing or local authority environments.

🛠️ Key Responsibilities:

  • Lead the end-to-end delivery of a transformation programme focused on council's responsive repairs service.
  • Oversee the performance, structure, and operating model of the repairs service, identifying areas for improvement and implementing sustainable solutions.
  • Engage and liaise with trade unions, resident groups, and key internal stakeholders to ensure collaborative and transparent service changes.
  • Coordinate cross-functional teams including housing, repairs, customer service, and IT to ensure programme milestones are met.
  • Drive forward systems implementation or optimisation, working with service leads and tech teams to align systems with operational goals.
  • Monitor and report on programme risks, budgets, timelines, and outcomes to senior leadership and transformation boards.
  • Champion resident experience by embedding feedback loops and outcome-based service improvement.
  • Lead on the development and refinement of KPIs, governance frameworks, and delivery standards across the repairs function.

✅ Essential Experience & Skills:

  • Proven experience as a Programme Manager or Project Manager within social housing, local authority, or similar public sector environments.
  • Demonstrable track record of managing or transforming a repairs service, ideally including responsive repairs or property maintenance programmes.
  • Strong understanding of housing operations, repairs models, and local government housing frameworks.
  • Skilled in stakeholder engagement, including liaising with trade unions, elected members, residents, and senior executives.
  • Experience of business process redesign, systems implementation, and embedding service improvement initiatives.
  • Excellent programme management skills including risk management, governance, budgeting, and change delivery.
  • Strong communication, negotiation, and influencing skills - confident working with senior-level stakeholders.
